The exception archipelago in Brazil: Localised operationalities of exception in the Brazilian territory and the case of Clevelândia do Norte (AP)
Description: The camp of Clevelândia do Norte was instituted as a farming colony in the first decades of teh 20th century, in Amapá state (then a part of Pará state), to promote the colonization of Brazil’s northern border shared with French Guiana. During the presidency of Artur Bernardes (1922-1926), however, it was turned into a penal colony to where people convicted during different times of declared states of emergency by the Bernardes administration. The creation and operation of the camp is directly related to the use of declarations of states of emergency, being, thus, a privileged space for the understanding of the relationship between exception and norms, of the mechanisms of exceptionality as kei factors in the consolidation of the Brazilian state, and how the undesirables of the capital city, Rio de Janeiro, were dealed with.
